JOB ANNOUNCEMENT

The Republic of Turkey has received a loan from the International Bank for Reconstruction and Development (IBRD) for the Health Transition Project (HTP). 

Public Private Partnership Department of the Ministry of Health is in search of staff as:

• Public Private Partnership Information Technologies (IT) Consultant

Brief Job Description:

The IT Consultant to be recruited under this ToR is expected to; identify the need for information technologies to be used according to the size, capacity and departments of the health facilities planned to be constructed under PPP and ensure their integration, ensure that the projects and works are performed and operated in compliance with the information technology to be implemented in all phases of projecting and operating, present new approaches with respect to the information technologies in health structures and projects and make contributions accordingly, build information systems and networks and develop suggestions on these matters,  prepare the IT sections of specifications and contracts, and give consultancy service on his professional area for the purposes of evaluating and presenting the costs and benefits of alternative health technologies and/or perform the tasks given.

Qualifications:

• Excellent knowledge of English speaking, writing and reading
• Good communication skills and compatible in teamwork
• Able to travel
• University graduate with at least a bachelor’s degree
    (preferably graduate of Computer, Computer and Informatics, Software, Information Systems, Electric, Electric-Electronic Engineering)
• Preferably master’s degree of PhD in Information Systems or Health Informatics
• At least 5 years of experience in the private or public sector in the field of Health Informatics or Technologies
• Work experience in the field of hospital information systems, health information standards (ICD-10, HL7, IHE, DICOM, etc..) and medical classification systems and able to document the works and studies she/he performed
• Having good level of knowledge and experience in the design, management, devices and technologies of database and able to document the works and studies she/he performed
• High level of information on operating systems and hardware
• Experience on system development and management
