The Republic of Turkey has received a loan from the International Bank for Reconstruction and Development (IBRD) for the Health Transition Project (HTP). 

Public Private Partnership Department of the Ministry of Health is in search of staff as:

• Public Private Partnership Civil Engineering Practices Consultant

Brief Job Description:

The civil engineering practices consultant to be employed within the framework of this ToR,  is expected to provide consultancy in relation with his/her profession and/or to perform the duties assigned to him/her with the aim of ensuring the preparation and development of static projects of the health facility, the coordination of the related process, the establishment of the harmonisation with other projects (architectural, mechanical, electric, etc.), the alignment to the existing civil engineering standards (related regulations and legislations) the preparation of the parts directly or indirectly related with civil engineering within the contracts, specifications and tender files of the construction and operation phases of the health facilities,  the preparation of exploration and bill of quantities files, approximate cost and tender file.

Qualifications:

 Excellent knowledge of English speaking, writing and reading. (  to be authenticated by TOEFL, KPLS or other test result)
 Good communication skills and compatible in teamwork.
 Ability to travel.
 Graduated  from  civil  engineering  departments  of  faculties  of  engineering. (Preferably  having  post  graduate in any other discipline in civil engineering and  experience  in  using   programs such as Idecad, Sta4cad, Sap2000, Probina, Autocad, etc.)
 Having  at  least  10  (ten) years of experience (preferably participated to the design  and/or  construction  of  a Health complex and/or health facility in the capacity  of  a  Consultant  and/or  Contractor  team member within the last ten years.
 Having experience on the preparation of specifications, contracts, tender files, estimated  costs,  exploration and bills of quantities (preferably on health facilities) in relation with civil engineering Previous experience on PPP, BOT , Private Operator , concession contract or any other similar contracts will be an asset "
